Målet Europeiskt territoriellt samarbete (ETS) stöder gränsöverskridande samarbete mellan medlemsstaterna och regionerna i EU. För ETS-målet har för perioden 2014–2020 anvisats 10,1 miljarder euro från Europeiska regionala utvecklingsfonden, dvs. cirka 3 % strukturfondsmedel.
