Målet Europeiskt territoriellt samarbete (ETS) stöder gränsöverskridande samarbete mellan medlemsstaterna och regionerna i EU. För ETS-målet har för perioden 2014–2020 anvisats 10,1 miljarder euro från Europeiska regionala utvecklingsfonden, dvs. cirka 3 % strukturfondsmedel. Tidigare den 29 december 2025 meddelade kustbevakningen och Raumovarvet om sitt avtal. The Coast Guard and the Rauma shipyard announced their agreement already on 29 December 2025.
