The Government’s climate targets are ambitious: carbon neutrality by 2035, and nearly fossil-free energy production in the course of the 2030s. The wide-ranging changes required to achieve these targets demand vigorous policies and consistent action. At the same time, however, one has to ensure social justice and the competitiveness of businesses. Paths to carbon neutrality involve major uncertainties.

Recently published scenarios show that we have a bumpy road ahead to climate neutrality. These scenarios also help us to grasp the magnitude of the climate challenge. To meet the commitments of the Paris Agreement on climate change, we need to take determined action to reduce greenhouse gases. Although we are currently nowhere near the desired level globally, Finland is pursuing ambitious climate goals, both nationally and in its role as the Presidency of the Council of the European Union.

Restricting global warming is crucial to humanity’s future. There will be no easy transition to a low-emission world, or eventually to a carbon neutral world, and we must make changes in all spheres of life. The European Union has an important role as one who takes the lead and offers solutions. To do this, it needs an ambitious and comprehensive climate and energy policy that is based on knowledge.

Climate policy aims to reducing greenhouse gas emissions. In the European Union, these emissions are reduced by emissions trading scheme, the obligations of effort sharing sectors and the promotion of renewable energy and energy efficiency. Other relevant tools are land-use change and sinks in forests, which have their own regulations. Is the EU’s tool kit consistent and optimal in economic terms?

In terms of energy policy, Finland’s Presidency of the Council of the EU will focus on the implementation of legislation. The Presidency will also have an opportunity to lay down long-term policies especially on climate issues.

As an interim target for reaching climate neutrality by 2050, the EU wants to tighten the emission reduction target from 40% to at least 55% by 2030. Although it seems that the EU will exceed the original target, this constitutes a major change. In particular, the way emission reductions are implemented has a major impact on how much the transition will cost and how these costs will be distributed between countries.

For the EU to become a leader in climate policy, strong coordination between the EU institutions and the member states is required. 12.1.2026 | In order to promote the capture of biogenic carbon dioxide, the Government has decided to grant investment aid totalling EUR 90 million for the construction of capture capacity. The Ministry of Economic Affairs and Employment has now launched a call for applications for the competitive bidding process for the investment aid. Applications can be submitted at Business Finland’s e-service portal no later than 31 March 2026.
