As an interim target for reaching climate neutrality by 2050, the EU wants to tighten the emission reduction target from 40% to at least 55% by 2030. Although it seems that the EU will exceed the original target, this constitutes a major change. In particular, the way emission reductions are implemented has a major impact on how much the transition will cost and how these costs will be distributed between countries.

Restricting global warming is crucial to humanity’s future. There will be no easy transition to a low-emission world, or eventually to a carbon neutral world, and we must make changes in all spheres of life. The European Union has an important role as one who takes the lead and offers solutions. To do this, it needs an ambitious and comprehensive climate and energy policy that is based on knowledge.

The European Commission issued its expected Fit for 55 package in July. The handling of proposals in the EU will begin when the autumn term starts. Alongside individual regulatory proposals, it is necessary to assess how the package affects economies as a whole and the deployment of new technologies. However, making these assessments is not always straightforward or easy.

The European Commission will meet on 14 July to decide a record-breaking climate and energy legislation package. Known as Fit for 55, this package seeks to cut EU greenhouse gas emissions by 55 per cent of 1990 levels by the year 2030. The biggest challenge is to make the package a functional whole that allows for the huge investments required and for quality of regulation.

Climate policy aims to reducing greenhouse gas emissions. In the European Union, these emissions are reduced by emissions trading scheme, the obligations of effort sharing sectors and the promotion of renewable energy and energy efficiency. Other relevant tools are land-use change and sinks in forests, which have their own regulations. Is the EU’s tool kit consistent and optimal in economic terms?

Recently published scenarios show that we have a bumpy road ahead to climate neutrality. These scenarios also help us to grasp the magnitude of the climate challenge. To meet the commitments of the Paris Agreement on climate change, we need to take determined action to reduce greenhouse gases. Although we are currently nowhere near the desired level globally, Finland is pursuing ambitious climate goals, both nationally and in its role as the Presidency of the Council of the European Union.
