Call for applications for competitive bidding process for biogenic carbon capture projects open until 31 March

In order to promote the capture of biogenic carbon dioxide, the Government has decided to grant investment aid totalling EUR 90 million for the construction of capture capacity. The Ministry of Economic Affairs and Employment has now launched a call for applications for the competitive bidding process for the investment aid. Applications can be submitted at Business Finland’s e-service portal no later than 31 March 2026.

With the investment aid, the Government aims to promote the creation and scaling of the first solutions to capture biogenic carbon dioxide and to accelerate the design of subsequent solutions on market terms. Aid may be granted for an investment where the captured carbon dioxide is either stored permanently or utilised in products. 

“Finland has great potential to introduce technical sinks and to utilise biogenic carbon dioxide from industry. The Government wants to promote clean solutions and technologies that reduce emissions. The purpose of the aid is to launch industrial-scale projects to capture carbon dioxide and to use the experiences gained to advance the implementation of more large capture plants,” says Minister of Climate and the Environment Sari Multala.

Aid will be awarded based on a competitive bidding process. Projects that offer the lowest bids will be selected within the limits of the available budget. The selection criterion is the amount of aid required per unit of biogenic CO₂ capture capacity to be constructed in the project. In addition, the projects must meet the eligibility criteria defined in the government decree on the grants for the promotion of industrial biogenic carbon dioxide capture (1174/2025).

The aid is targeted to projects that establish a biogenic carbon dioxide capture capacity of at least 15,000 tonnes per year. The purpose of the limit is to allocate aid to industrial-scale projects, which in turn should promote the implementation of more large-scale capture plants in future.

The feasibility of the projects must be such that it is likely for carbon dioxide capture to begin in the year 2030 at the latest. The capture capacity must remain in operation at least until the end of 2035.

The amount of aid per project may not exceed EUR 30 million and the aid may not account for more than 30 per cent of the eligible total costs of the project. The aid will be paid on the basis of the project progress and the actual eligible costs.

Applications can be submitted to Business Finland’s funding e-service by 31 March. Applications will be processed in the Ministry of Economic Affairs and Employment. The schedule for aid decisions depends on the number and complexity of applications received. Decisions are currently expected in the autumn. 

Information session for applicants to take place on 22 January

The Ministry of Economic Affairs and Employment will organise an information session on 22 January 2026 to provide companies that are planning to participate the call with more detailed information about the competitive bidding process and the call. The information session will be held online in Finnish.
