Regional development is carried out in broad-based cooperation by different authorities and other actors in both central government and the regions. Regional councils are the main bodies promoting the interests of their regions and they also act as statutory joint municipal authorities. Working in cooperation with central government authorities, central cities, other municipalities and universities in their regions and other parties involved in regional development, they are responsible for the regional development strategy and overall regional development.

In the monitoring of regional development extensive use is made of both national and international statistics and research. Regional research and foresight information is also produced and extensively used in regional councils and ELY Centres.

The current Integration Act has been amended to meet the requirements of Parliament regarding the promotion of immigrant integration (Report of the Audit Committee). In addition, the new Integration Act takes into account changes in the operating environment, such as the new wellbeing services counties and the reform of TE services.

For this reason, amendments of mainly technical nature are proposed to two acts. The proposals sent out for comments would enable the compensation of integration costs to the wellbeing services counties and would define the responsibility for organising accommodation for unaccompanied children.
