27.3.2025 | The Government submitted to Parliament its report on industrial policy on 27 March 2025. According to the report, Finland must improve the competitiveness of its investment environment by predictable regulation and sufficient incentives. Companies must increase their intangible investments to enhance productivity and the value added. Public funding must be used more efficiently to boost new sectors and diversify the economic structure.

The Government’s climate targets are ambitious: carbon neutrality by 2035, and nearly fossil-free energy production in the course of the 2030s. The wide-ranging changes required to achieve these targets demand vigorous policies and consistent action. At the same time, however, one has to ensure social justice and the competitiveness of businesses. Paths to carbon neutrality involve major uncertainties.

Finland emphasises the importance of ensuring competition in the internal market and will present a non-paper at the Council.Finland will be represented by Minister of Economic Affairs Sakari Puisto.

According to Lintilä, the discussions could start at a summit next year, which would bring together the countries’ top politicians and industrial and business leaders.

Minister of Economic Affairs Wille Rydman will be Finland’s representative at the meetings of the ministers responsible for space, research and innovation on 23 May. Meanwhile, Minister of Employment Arto Satonen will represent Finland at the internal market and industry meetings on 24 May.

12.12.2023 | The Ministry of Economic Affairs and Employment has appointed a steering group to prepare an industrial policy strategy in accordance with the Government Programme. The strategy will be drawn up in close interaction with Finnish business and industry and other key interest groups.
