15.1.2026 | Under the proposal, a fixed-term employment contract could be concluded without a justified reason for a maximum of one year if certain conditions are met. The Government also proposes to shorten the notice period for lay-offs and to limit the employer’s obligation to re-employ dismissed employees. The proposal for the amendments was submitted to Parliament on 15 January 2026.

26.3.2020 | On 20 March, the Government decided on first-hand measures to be taken to secure people’s livelihood and liquidity of companies in the difficult situation caused by the coronavirus. On 26 March, the Government submitted its proposal to Parliament on amendments to the Employment Contracts Act, the Seafarers’ Employment Contracts Act and the Act on Co-operation within Undertakings. The amendments are intended to be in force for three months, or until 30 June 2020.

2.6.2025 | The Ministry of Economic Affairs and Employment is organising a consultation round from 2 June to 28 July 2025 on legislative amendments to the grounds for fixed-term employment contracts, the duration of the notice period for layoffs and the re-employment obligation of employers. The proposed amendments have been prepared in a tripartite working group that was not unanimous in its work.

19.11.2020 | The Government proposes that the legislative amendments relating to the unemployment benefit of laid-off employees and entrepreneurs, and the activities of Employment and Economic Development Offices (TE Offices) be partly continued. The temporary amendments aim to safeguard the livelihoods of laid-off employees and entrepreneurs and to facilitate the handling of unemployment security matters amid the prolonged coronavirus pandemic.

25.2.2025 | Starting on 1 March 2025, the Development and Administrative Services Centre (KEHA Centre) will be responsible for the Employment Service Statistics. The statistics contain key data on unemployed jobseekers, job vacancies and public employment services. Until now, it has been the task of the Ministry of Economic Affairs and Employment to maintain, develop and communicate about them.

2.10.2018 | The Government of Finland has made some key amendments to its proposal to lower the threshold for employment on the basis of comments it received on its draft proposal. The grounds for dismissal would be amended only for enterprises employing fewer than 10 persons, which is also the Statistics Finland definition for micro-enterprise.

9.9.2024 | The Ministry of Economic Affairs and Employment has appointed two new tripartite working groups to draw up the Government's labour market reforms. One of the working groups will focus on those grounds for terminating employment that are related to the employee's person.
