New project launched to create seamless services for skilled workers moving to Finland
The Government will strengthen the appeal of Finland to international experts. The aim is to make it more effortless for people moving to Finland for work to access the necessary official services.
There are many stages involved in moving to Finland from abroad, including the services of a number of authorities. A new project will explore how the official services related to the arrival of skilled workers in Finland could be streamlined and brought closer to a one-stop shop model.
“Our goal is that the access to essential public services is easy and effortless for people moving to Finland. We must have a determined approach towards this goal and remove any obstacles on the way to a seamless process. We have every opportunity to do this. This will be an important asset for Finland when we compete with other countries for top experts,” says Minister of Employment Matias Marttinen.
In the first stage of the project, a report will be prepared on the services provided by the authorities and the ease of the service path from one service to the next. The report will also examine how a one-stop shop model could look like in the short and long term. The Government will decide on further measures on the basis of the report, which will be completed in spring 2026. In addition, the report will look into how decision-making could be sped up by improving cooperation between the authorities.
The project considers the entire immigration path: from the initial interest of an international expert in Finland, their recruitment and residence permit to immigration and settling-in. The report will cover many topics, including the first identification of the person abroad, the granting of an identity card and the registration of the municipality of residence. A separate project by the Ministry of Finance already underway will explore ways to facilitate the opening a bank account.
Streamlining the service path is part of the Talent Boost programme. The project will implement decisions concerning the Government’s growth package agreed on at the mid-term policy review session in spring 2025.
