Energiministrarna diskuterar elmarknadsreformen i Tallinn
Det inofficiella mötet för EU:s energi- och kommunikationsministrar under Estlands EU-ordförandeskapsperiod hålls i Tallinn den 19 − 21 september 2017. Vid mötet representeras Finland den 19 och 20 september 2017 av bostads-, energi- och miljöminister Kimmo Tiilikainen och den 21 september 2017 av kommunikationsminister Anne Berner.
Temat för energiministrarnas diskussioner vid lunchen den 19 september är förvaltningsmodellen för EU:s energiunion. Den 20 september handlar diskussionerna om elmarknadsreformen. Dessutom håller energiministrarna och kommunikationsministrarna en gemensam arbetssession för att diskutera utveckling av infrastrukturen.
Energiministrarna diskuterar förslaget till en ny modell för den europeiska elmarknaden, som ingår i kommissionens paket om ren energi. Särskilda teman för diskussionerna är konsumentens ställning på elmarknaden, regionalt samarbete och den ömsesidiga solidariteten mellan medlemsstaterna.
Finland understöder en modell där kunden får en större roll på elmarknaden samt principen om marknadsbaserad prissättning av el. Uppmärksamhet ska fästas vid det regionala samarbetet mellan olika aktörer. Organiseringen av samarbetet kräver ännu precisering av EU:s lagstiftning; exempelvis är kommissionens förslag om grundande av regionala operativa centrum problematiskt. I de nordiska länderna har det gjorts många goda erfarenheter av frivilligt samarbete inom denna sektor.
Under sin gemensamma session diskuterar energiministrarna och kommunikationsministrarna förväntningarna på utvecklingen av infrastrukturen fram till 2020 och efter 2020 utgående från genomförandet av instrumentet Fonden för ett sammanlänkat Europa. När det gäller energiprojekt välkomnar Finland det att gränsöverskridande infrastrukturprojekt kan prioriteras på EU-nivån utgående från deras genomförbarhet och deras faktiska effekter på den gränsöverskridande handeln med el och gas.
Temat för lunchdiskussionen är energiunionens förvaltningsmodell. Med hjälp av den kan kommissionen mer intensivt än nuförtiden följa och styra genomförandet av energi- och klimatpolitiken i medlemsstaterna. De frågor som handlar om föreslagna tillvägagångssätt är i nyckelställning.
I samband med det inofficiella mötet i rådet för energifrågor kan medlemsstaterna underteckna en e-Energy-förklaring om digitalisering inom energisektorn. Finland undertecknar förklaringen.
