Minister Lindström: Regelbundna möten med de arbetslösa underlättar jobbsökningen och minskar arbetslösheten
- Att regelbundet intervjua arbetslösa är en pragmatisk metod för att minska arbetslösheten. I Intervjuerna möts man människa mot människa. Man har konkret uppfattat den arbetslösas situation och de utmaningar som rör sysselsättningen. Detta har effektiviserat sysselsättningen, säger arbetsminister Jari Lindström.
- En intervjupraxis som skapar en viss rytm i arbets- och näringsbyråernas kundservice behövs även i fortsättningen. Det kundorienterade arbetet för att underlätta sysselsättningen förutsätter att den arbetssökande och arbets- och näringsbyrån når samförstånd om den sysselsättningsfrämjande servicen. Detta samförstånd nås bäst på intervjunivå, betonar arbetsminister Lindström.
Enligt en färsk undersökning har intervjuerna med de arbetslösa även åstadkommit kostnadsnytta i och med att kunderna effektivare hänvisas till tjänsterna. Kunderna hos arbets- och näringstjänsterna upplever för det mesta de regelbundna intervjuerna som nyttiga.
I början av 2017 trädde flera ändringar i arbetskraftsservicen och utkomstskyddet för arbetslösa i kraft. Intervjuerna som skulle göras med alla arbetssökande regelbundet vart tredje månad blev föremål för mycket diskussion.
- Att hålla så intensiv kontakt med arbetslösa är ingen liten sak, eftersom nya arbetslösheter inleds kontinuerligt och vissa personers arbetslöshet förlängs. I det inledande skedet beräknade man att det kommer att göras ungefär en miljon intervjuer om året. De periodiska intervjuerna med täta mellanrum fick en god start. Detta kräver även tilläggsresurser till arbets- och näringsbyråerna, berättar arbetsminister Lindström.
I början av 2017 hade cirka 17 procent av de arbetslösa intervjuats högst 3 månader tidigare. Nu är man i ett läge där 75 procent av de arbetslösa är intervjuade för högst 3 månader sedan. Resten av intervjuerna kan vara onödiga av positiva orsaker. För tillfället är det stor efterfrågan på arbetskraft på arbetsmarknaden så många arbetssökande hittar ett jobb innan intervjun hinner göras. Intervjun är också onödig, om arbetssökanden vet att arbetslösheten kommer att ta slut inom den närmaste framtiden. Vissa kan exempelvis börja fullgöra beväringstjänst eller inleda studier eller föräldraledighet.
Idag, den 8 mars 2019, har det publicerats en undersökning där effekterna av de intervjuer som genomförts med kortare intervall har utvärderats. Undersökningen genomfördes av MDI Public Oy, TK Eval, Melkior Oy, Mikko Kesä Oy och Arnkil Dialogues. Undersökningen har gjorts inom ramen för statsrådets utrednings- och forskningsplan för 2018.
Enligt arbets- och näringsministeriets egen bedömning har intervjuerna minskat antalet arbetslösa år 2017 med uppemot 20 000–30 000 personer.
