Utredning: Självsysselsättning blir vanligare, men delningsekonomin utnyttjas tills vidare i liten utsträckning
De som sysselsätter sig själva utnyttjar endast i liten utsträckning sådana digitala arbetsförmedlingsplattformar som baserar sig på delnings- och plattformsekonomin, fastän många sådana har kommit till under de senaste åren. Digitala arbetsförmedlingsplattformar förväntas få ökad betydelse i framtiden.
Vid sidan av fasta anställningar och heltidsanställningar har också olika andra former av arbete blivit allmännare. Allt fler finländare är också verksamma som ensamföretagare eller agerar företagaraktigt vid sidan av det traditionella lönearbetet och företagandet. Antalet s.k. självsysselsatta har ökat stadigt under de senaste 15 åren, sammanlagt med cirka 37 000 personer.
Delningsekonomin förväntas öka självsysselsättningen, eftersom det via digitala plattformar går att erbjuda sitt kunnande utan någon traditionell arbetsgivar−arbetstagarrelation. Delnings- och plattformsekonomin kommer att förändra också jobbsökningen och rekryteringen.
Enligt den utredning som Owal Group gjort på uppdrag av arbets- och näringsministeriet har det under de senaste åren uppstått många digitala arbetsförmedlingsplattformar som baserar sig på delnings- och plattformsekonomin. Än så länge finns det få självsysselsatta som utnyttjar andra digitala plattformar än de kanaler som de sociala medierna erbjuder. Sociala medier utnyttjas särskilt för jobbsökning, marknadsföring och information. Dessutom ökar utnyttjandet av faktureringstjänster snabbt särskilt vid arbete som utförs som bisyssla.
Lagstiftningen innebär utmaningar för självsysselsättning
Utredningen avslöjar att krångligheterna vid mottagandet av kortvarigt arbete och bidragsfällorna minskar självsysselsättningen. De som svarade på den enkätundersökning som genomfördes i anslutning till utredningen föreslår förbättringar i utkomstskyddet för arbetslösa och i den sociala tryggheten för dem som sysselsätter sig själva samt önskar mer enhetlig rådgivning av offentliga serviceproducenter.
− Vi ska utveckla lagstiftningen och våra offentliga tjänster så att de på ett bättre sätt än tidigare stöder nya former av arbete och företagande. Jag ämnar ännu i år föra fram ändringar som gör övergången mellan lönearbete och företagande mer flexibel, säger justitie- och arbetsminister Jari Lindström.
Minister Lindström tog i december 2016 emot en utredning om behovet att ändra systemet med utkomstskydd för arbetslösa, som gjorts av Maria Löfgren från Akava och Harri Hellstén från Företagarna i Finland.
Trots utmaningarna är ensamföretagare och yrkesutövare enligt utredningen, som gjorts av Owal Group, ganska nöjda med sin nuvarande arbetsform. Största delen av dem vill inte ha sådant arbete där de är löntagare. Som fördelar med självsysselsättningen betraktas särskilt friheten, flexibiliteten och självständigheten samt möjligheten att utveckla det egna yrkeskunnandet och den egna kompetensen.
Mest nöjda är de självsysselsatta som är verksamma inom byggbranschen samt social- och hälsovårdsbranschen. Mest missnöjda är de som arbetar inom konst-, underhållnings- samt utbildnings- och kommunikationsbranscherna. Ensamföretagare och yrkesutövare ställer sig mest positiva till framtiden, medan frilansare och stipendiater ser sin framtid som mer osäker.
Owal Group kartlade på uppdrag av arbets- och näringsministeriet omfattningen av och tillväxtutsikterna för självsysselsättning i Finland samt delnings- och plattformsekonomins betydelse för självsysselsättningen. Utredningen var förenad med en omfattande enkätundersökning som var riktad till dem som sysselsätter sig själva.
