40 år har gått sedan de vietnamesiska båtflyktingarnas ankomst: Företagande samt egen aktivitet främjade integration
En färsk utredning om vietnameserna i Finland lyfter fram utbildning för unga och karriärhandledning, främjande av sysselsättning, hemspråksundervisning i skolorna samt det egna språket inom mottagnings- och integrationstjänsterna som nyckelfaktorer i integrationsåtgärderna.
- Vietnameserna var de första kvotflyktingarna i Finland. Vi utredde hur vietnameserna har placerat sig och anpassat sig i Finland under de gångna 40 åren. Studien visar även riktlinjerna för utvecklandet av de nuvarande integrationsfrämjande åtgärderna och integrationspolitiken, säger s specialsakkunnig Anne Alitolppa-Niitamo vid arbets- och näringsministeriet.
Att få arbete har haft stor betydelse för integrationen av och välbefinnandet hos personer med vietnamesisk bakgrund. Många av personerna med vietnamesisk bakgrund placerade sig i utförande arbete som det fanns gott om på 1980-talet. Kvinnor fick också snabbt arbete.
Få fortsatte med formella språkstudier efter att de hade fått en arbetsplats. Däremot lärde de sig språket på arbetsplatserna. Alla arbetslivserfarenheter var dock inte alltid positiva på grund av språkproblem, upplevd diskriminering eller mobbning.
Utredningen om vietnameserna i Finland har gjorts av pol.dr Kathleen Valtonen på uppdrag av ANM:s kompetenscentrum för integration av invandrare.
Arbetslöshet försvagar integrationsprocessen
Den sociala rörligheten bland vietnameserna har inte varit särskilt stor. Åren 2010–2015 arbetade personer med vietnamesisk bakgrund vanligen som anställda inom service och försäljning, industrin och i assisterande uppgifter. Företagande inom till exempel restaurang-, städnings- och trädgårdsbranschen är också relativt vanligt. Ofta deltar hela familjen i verksamheten.
Enligt utredningen försvagar arbetslöshet integrationsprocessen. Arbetslösheten påverkar utvecklingen av identiteten och självkänslan negativt, vilket också återspeglas i hela familjens välbefinnande.
De yngre generationernas yrken har ett bredare spektrum. Föräldrarnas stöd och uppmuntran upplevdes viktiga i fråga om utbildning. Föräldrarna har svårigheter att hjälpa sina barn i valet av utbildning om de inte känner till det finländska systemet och arbetsmarknaden. Föräldrarna hoppas också på mer stöd från lärarna och elevhandledningen för utbildnings- och karriärplaneringen.
År 2017 levde knappt 11 000 personer med vietnamesisk bakgrund i Finland, en majoritet av dem är unga.
Från det egna samfundets stöd till kontakter med majoritetsbefolkningen
Personer som kom från olika kulturella bakgrunder fick i början stöd av det egna samfundet. I enlighet med en bred familjeuppfattning upplevde de även det som sin skyldighet att bland annat skicka pengar till sina familjemedlemmar och släktingar som stannat kvar hemma. Enligt uppskattningar understöder 2/3 av de första personerna med vietnamesisk bakgrund som kom till Finland fortfarande sina släktingar i hemlandet ekonomiskt.
Samfundets mångfald har vuxit med åren: allt fler har kommit på grund av arbete, studier eller familjeförhållanden.
Vietnameserna kom till Finland från ett land som krigat länge; många direkt från flyktingläger. Mot sin bakgrund uppskattar de alltjämt den finländska samhällsfriden och den trygghet som den garanterar. Vietnameserna i Finland har upplevt det viktigt att skapa kontakter med majoritetsbefolkningen. Detta underlättade integrationen och hjälpte att förstå samhället och hur det fungerar.
Företagande samt egen aktivitet och färdigheter främjade integration
Vietnameserna ser företagande och aktivitet, beredskap att ta tag i de möjligheter som erbjuds samt anknytning av sociala relationer med framför allt personer som hör till majoritetsbefolkningen som en central faktor för att lyckas med integrationen. I inledningsskedet upplevdes bland annat språkutbildning, introduktionsperioder och vänfamiljverksamhet som viktiga.
För utredningen Nordic Vietnamese – Our Community in Finland intervjuades cirka 150 personer med vietnamesisk bakgrund som slagit sig ner i olika delar av Finland. Deras ålder varierade från tonåring till över 70 år. Bland respondenterna fanns mångsidigt företrädare för olika yrken och olik utbildningsbakgrund. Den kvalitativa studien genomfördes 2017–2018.
